Maharashtra Hospitality Sector Shuts Down: Bars and Permit Rooms Protest “Draconian Taxation”

Mumbai, India – In a powerful display of industry-wide dissent, over bars and permit rooms across Maharashtra observed a complete shutdown on July, protesting what they termed “draconian taxation” imposed by the state government.. The bandh, or strike, was called by the Indian Hotel and Restaurant Association (AHAR), which represents a significant portion of the state’s hospitality sector. This unprecedented move highlights the severe strain faced by an industry grappling with escalating operational costs and what it perceives as unsustainable tax burdens.

The core of the protest lies in a series of steep tax hikes implemented by the Maharashtra government over the past year. These include a rise in Value Added Tax (VAT) on liquor to%, a% increase in annual license fees, and a staggering% spike in excise duty.. AHAR asserts that these cumulative increases are pushing the ₹ lakh-crore industry to the brink of collapse, threatening thousands of businesses, leading to mass unemployment, and potentially fueling a surge in liquor smuggling from neighboring states..

A Sector Under Siege

Sudhakar Shetty, President of AHAR, articulated the industry’s distress, stating, “The entire hospitality sector in Maharashtra is bleeding. Our pleas have fallen on deaf ears. On July, every bar and permit room in the state will be shut in protest. Entire Maharashtra bars will remain shut against the state government’s draconian taxation”.. Members from key cities and regions, including Mumbai, Pune, Nashik, Nagpur, and Konkan, confirmed their full participation, underscoring the widespread nature of the grievance..

The industry’s concerns are compounded by ongoing challenges stemming from the post-COVID recovery period. Many establishments are still struggling to regain their footing after prolonged lockdowns and operational restrictions. The current tax hikes, when combined with these lingering recovery issues, have rendered the business model unviable for thousands of small and mid-sized businesses.. The potential consequences are dire: not only could it wipe out numerous enterprises, but it could also lead to significant job losses for the over lakh individuals directly and indirectly employed by the-strong permit rooms and bars industry.. Furthermore, it supports a wider ecosystem of vendors, all of whom would be adversely affected..

United Front Against Policy

The protest garnered widespread support from other prominent industry bodies, including the National Restaurant Association of India (NRAI) and the Hotel and Restaurant Association (Western India) – HRAWI, along with various affiliated and non-affiliated associations of hotels and restaurants in Maharashtra.. Jimmy Shaw, President of HRAWI, emphasized the collective concern: “We stand united with our fraternity members across Maharashtra in expressing our deep concern over these regressive policy measures. If implemented, they will further strain the already fragile business environment and will hurt both consumers and operators. This peaceful protest is intended to draw urgent attention to the disproportionate impact of the move”..

The hospitality sector plays a vital role in Maharashtra’s economy, particularly in its tourism-driven cities like Mumbai and Pune.. The industry contributes significantly to state taxes and employment, making its current crisis a matter of broader economic concern. The associations argue that the government’s policies are short-sighted and will ultimately harm the state’s revenue collection by stifling legitimate businesses and encouraging illicit trade.

Looking Ahead

The Julyth bandh serves as a stark warning to the state government about the fragility of the hospitality sector and the need for a more supportive policy environment. The industry is calling for a re-evaluation of the tax structure, advocating for measures that promote sustainable growth rather than imposing burdens that threaten its very existence. The outcome of this protest and the government’s response will be closely watched, as it will determine the future viability of a crucial economic pillar in Maharashtra. The industry hopes that its unified voice will lead to constructive dialogue and a resolution that ensures the long-term health and prosperity of bars, permit rooms, and the broader hospitality ecosystem in the state.
